Dean Boyd, a spokesman for the C.I.A said,

“The C.I.A. protects the nation and upholds the privacy rights of Americans by ensuring that its intelligence collection activities are focused on acquiring foreign intelligence and counterintelligence in accordance with U.S. laws,”

This program is basically inspired from the September 11 attacks in which the al Qaeda hijackers were able deposit about $300,000 to US bank accounts without giving a single suspicion. Up till now , the data is not searched according to the officials and they are waiting for the court order to search the records. Bush, said, “ The government already collects information on large transaction made in US bank accounts under the Bank Secrecy Act.” But services like Western Union is not related to banks , so that why , the program operated by CIA will collect data from Western Union.

Western Union will spend a whopping 4 percent of its revenue in 2014 to comply with Patriot Act rules. For more information about the report , you can read The New York Times.
